The head of State had invoked the tenure of the contract

What is the objective of the plan of action for the contractors of the public service

The President of the Republic voiced year last of the difficult situation of some contractual agents, with the intention to remedy. This commitment was received more favourably received from unions that we found a lack of legal framework, which creates many shortcomings in the system. It cannot be maintained artificially CSD officers when their permanent jobs do not. Our goal is to quickly terminate the abuse and prevent the occurrence of new cases.

The head of State had invoked the tenure of the contract...

The objective is twofold. First, and it is an essential point, we want to facilitate the transformation of the CSD in IFA when non-incumbent officers occupy permanent jobs. This was to prevent the diversion, often on the part of some employers, of the 2005 Act, which allows to receive a Commission at the end of six years of continuous employment in CSD. We propose that the age of six years might be justified for a period of eight years reference, and therefore possibly as discontinuous. This improved access to the Commission will first benefit agents of categories B and C, I am thinking in particular of the territorial public service. The second objective is to facilitate access to the tenure of officers who wish to, while the conditions are now very difficult. But be careful: it is not enough to make a plan umpteenth substantive. There were sixteen since 1946 and proved that it does not work.

How will this actually happen

We open specific contests offer for the benefit of non-incumbent Commission officers, which will add value to the experience gained, without condition of diploma. These recruitment procedures will be strictly framed: it is the undeniable skills of staff holding permanent jobs, steps to devalue or circumvent the competition.

Are accrued non-titulaires 872.000. You set an encrypted objective of reduction in the workforce

We are not in a quantitative logic. The idea is not not have contractual agents, but to avoid that they remain in the precarious situation when this is not warranted. In General, must be better to acknowledge their status, provide opportunities for development. We will apply to the contract the same logic to the licensees: to make attractive public service. They should enjoy rights strengthened in terms of recruitment, of lifelong learning, mobility, an annual interview with their superior, etc. I repeat, all contractors are not in a precarious situation, they have the opportunity to move from competitions and their seniority in the public service is taken into account.

Some contract workers losing their jobs have difficulties to receive unemployment benefits...

It is a true subject. Officers must sometimes wait months to get a payment, which is absolutely unacceptable. I sent these days, with François Baroin, a circular to the Ministers Recalling that contractors who are no longer must quickly get the certificate to apply rights to unemployment. The State will also offer pole job a management agreement so that it is systematically the public employment service pays compensation. Pole job then request reimbursement the State when it will appear that the burden of this compensation falls within the administration. Today, lost time to determine who must pay based on the career of the person.

Trade unions are concerned about the creation of a "project agreement", according to them, which would undermine the status of public service...

I know that it is a point of tension, but this must not become a point of blocking. The contract for project is not intended to be extended, to become a common management tool. Simply, and I spoke there as Mayor, when you hire someone on a major project which the term is not known in advance, it may be interesting to do so on the basis of this project and not of a fixed term. This is very specific situations. I hope that we can find a comprehensive agreement with the unions, to amplify the dynamic created by the agreements on social dialogue, occupational health, etc.

Will this action plan cost

I remain cautious on this point. Poverty also has a cost since the State is its own insurer in unemployment. For the rest, there is not necessarily to overcharge a CDI or between a Commission and a holder with a CSD. What motivates us, it is primarily a question of social justice.
