That is what institutional reform has changed for the Government

The changes are significant. The agenda of the Parliament is now shared for two weeks each between the Government and the assemblies. There is no perfect voting system because there were errors in the Assembly, where a member of UMP was wrong button, to the Senate, where a centrist elected mistaken about the meaning of the vote in her group.
