That is what institutional reform has changed for the Government
The changes are significant. The agenda of the Parliament is now shared for two weeks each between the Government and the assemblies. The Government is therefore more compelled for the Organization of work, forcing me to persuade Ministers to present as soon as texts. This is not yet the case, since bills debated this year, the hospital reform or the round table, had been launched prior to the reorganization of the parliamentary work, but it is a necessity for the future. I don't know if we can theorize. It seems to me useful that a Government is in the image of the country and brings together both those with parliamentary experience and other personalities whose talent and the routes are also recognized. The Prime Minister, is the head of the parliamentary majority and the relationship between the Executive and the two chambers. That or not he has a past parliamentary, it is clear that there must at least have the parliamentary fibre.

I was twenty-three years Senator, and I have never had the feeling that the senators were sleeping: what elected officials sometimes discrete but very workers. That said, the Senate changes. For two reasons: the fact that half of the Senators be elected by proportional representation gives in some more militant spirit that there are about 20 years. And the fact that the UMP holds more absolute majority requires to pick up the votes on each text inevitably more discussion leads to find an agreement.

There is no perfect voting system because there were errors in the Assembly, where a member of UMP was wrong button, to the Senate, where a centrist elected mistaken about the meaning of the vote in her group. On the other hand, the vigilance of the Chair is essential.
